Moving an innovative business to Portugal can offer more than a route to European residence. With the right structure, it may also place your company in a position to apply for Portuguese and European funding.
The Portugal Startup Visa is intended for non-EU founders who want to create or relocate an innovative and scalable business. The project must be capable of developing innovative products or services, creating qualified employment and achieving meaningful commercial growth. It must also be accepted by a certified Portuguese incubator and approved by IAPMEI.
For the right entrepreneur, this creates two separate opportunities: obtaining residence as a startup founder and establishing a Portuguese company that may qualify for public incentives.
Does the Startup Visa include government funding?
No. Approval of the Portugal Startup Visa does not automatically entitle the founder to a grant.
Government funding requires a separate application. The company must meet the conditions of a specific programme, submit a viable investment project and demonstrate that its proposed expenses, business activity and location are eligible.
This distinction is important, but it does not make the opportunity less valuable. Portugal currently operates several support mechanisms for innovative companies through Portugal 2030, tax incentives and public-backed investment programmes. Portugal 2030 funding is distributed through different national and regional programmes, which means that the company’s location and sector can directly affect its options.
Recent programmes have supported productive innovation, technological development, research, internationalisation and the creation of technology-based businesses. In 2026, Portugal 2030 continued to open calls directed at innovative and internationally marketable products and services, as well as corporate research and development projects.
Companies carrying out genuine research and development may also benefit from SIFIDE, a Portuguese tax incentive that allows eligible R&D expenses to be deducted from corporate income tax.
For startups seeking investment rather than a traditional grant, programmes operated through Banco Português de Fomento also support venture capital funds investing in startups and growing Portuguese companies.
Why should the visa and funding strategy be prepared together?
The mistake many founders make is applying for the visa first, forming a company quickly and only thinking about funding afterwards.
By that stage, important decisions may already have been made incorrectly.
The company’s registered activity, investment location, ownership structure, expenses and hiring plan may all influence eligibility for public support. Some programmes do not accept costs incurred before the application, while others require the company to operate in a particular region or demonstrate its own financial capacity.
A strong Startup Visa project must therefore be more than an immigration document. It should also present a credible business model, realistic financial projections and a clear plan for establishing and growing the company in Portugal.
This does not mean that every Startup Visa applicant will receive government funding. No professional can guarantee the approval of a competitive public incentive. It does mean that the project can be structured from the beginning to avoid preventable mistakes and pursue the most appropriate opportunities.
Legal and strategic support for founders
At Viana Consultancy, we assist international entrepreneurs with both the Portugal Startup Visa process and the preparation of their business structure in Portugal.
Our work may cover the initial assessment of the business, preparation of the Startup Visa application, communication with certified incubators, company formation, residence procedures and the identification and coordination of suitable funding applications.
Before recommending a funding route, we examine the company’s activity, development stage, proposed investment, location and financial capacity. This allows us to determine whether the project may be suitable for Portugal 2030, an R&D tax incentive, public-backed investment or another available programme.
If you are planning to launch or relocate an innovative company to Portugal, the best time to review your options is before incorporating the company or making significant investments.
